Why do so many Toledo basements take on water?

Mostly because of the ground the city sits on. Toledo is built on the flat Maumee Lake Plain, the old bed of glacial Lake Maumee, and much of it was the Great Black Swamp before it was drained for farms and towns. The soil is dense lake clay. Clay holds water for a long time, so after a soaking rain the soil around a basement stays wet and heavy and presses water toward every crack and joint.

Add the age of the houses. The median owner-occupied home in Toledo was built in 1952, and the city's own housing study says more than nine in ten owner-occupied homes were built before 1980. Older block and poured walls, original clay drain tile and aging sewer laterals all show their age when the ground is soaked.

And in the older parts of the city, the sanitary and storm sewers are combined into one pipe. In heavy rain those pipes can fill, which is why some neighborhoods see water come up through floor drains.
